Canadian Prime Minister Mark Carney's recent address at the World Economic Forum has sparked an unexpected diplomatic alignment between Ottawa and Mexico City. Leaders in both nations are signaling a desire for deeper cooperation as they face increasingly aggressive trade and territorial rhetoric from the United States.
Carney used the global stage to argue that middle powers must abandon the "pleasant fiction" of a stable rules-based order and prepare for a reality where great powers weaponize economic integration. "You cannot live within the lie of mutual benefit through integration, when integration becomes the source of your subordination," Carney told the Davos audience.
Mexican President Claudia Sheinbaum endorsed the Prime Minister's assessment during a news conference, describing his analysis of the shifting global order as being "in tune with the current times." The endorsement highlights a shared anxiety among middle powers regarding the erosion of traditional rules-based international trade.
Federal Deputy Dolores Padierna Luna emphasized that the two nations must synchronize their strategies ahead of the critical CUSMA renewal negotiations. "I believe that Canada and Mexico need to speak more, always more deeply, and provide mutual support," she said in an interview with CBC News.
Opposition figures in Mexico also noted that Carney's speech provided a blueprint for emerging forces to navigate the rivalries of larger hegemons. Deputy Juan Ignacio Zavala Gutiérrez reportedly praised the address as a "powerful, clear and intelligent" roadmap for states seeking to preserve their strategic autonomy.
The shift in posture follows a series of social media provocations from Washington, including images depicting the U.S. flag covering Canadian territory. Padierna Luna called the post "insulting" and "offensive," and told CBC, "Canada and Mexico need to unite to defend our sovereignty."
Carney's rhetoric has already drawn a sharp rebuke from U.S. President Donald Trump, who used his own Davos appearance to demand greater gratitude for American military protection. Asserting a dominant role in continental security, Trump remarked that "Canada lives because of the United States" before warning, "Remember that, Mark, next time you make your statements."
